The bill (Reg. No. 2845) was elaborated in order to comprehensively resolve the issue of legislative regulation of the mechanism for using the institute of finance bill.
The bill specifies that the finance Treasury bill is issued either in the form of a document or electronic document and determines the procedure of signing of electronic finance bill.
It is suggested to establish in the Tax Code that up till January 1, 2014 the bodies providing treasury service of budget funds can, according to the Law “On Sate Budget of Ukraine foe 2013” and following the petition of tax payers, issue them finance Treasury bills as VAT refund from the budget.
In order to bring the bill in line with the norms of the Law “On State Budget for 2013” it is suggested establish that levy for the development of viticulture, horticulture and hop shall be paid to the general fund of state budget.
